Creating website template with Windows XP look

Start by creating a new file with width 760 pixels and height 750 pixels. A 760 pixel width is good enough to show all content without any horizontal scroll. Page height can be variable, depends solely on the content of the page.

Create a rectangle using rectangular shape tool.

Create a shape as shown using pen tool. This will be our placeholder for the logo.

Double click the layer to open layer style window. Apply settings as shown.

Create a rectangle using rectangular shape tool.

Double click the layer to open layer style window. Apply settings as shown.

Create a big rectangle above all the layers as shown.

Duplicate the green rectangle layer. Move this layer above all the layer in layer order in layer palette. Scale down horizontally to cover the width of blue rectangle. Move the layer a few pixels upwards.

Ctrl+Click to get the selection. Contract the selection by 1 pixel. Create a new layer. Apply Black to white gradient.

Change layer mode to "Soft Light" for this layer.

Create a one pixel vertical line using line tool.

Double click the layer to open layer style window. Apply settings as shown.

Duplicate this line several times and place over the green rectangle as shown. These lines will serve as button dividers.

Type link names over the green rectangle.

Create a rounded rectangle for the header using rounded rectangle shape tool.

Double click the layer to open layer style window. Apply settings as shown.

Insert a relevant image. Move this layer above the rounded rectangle layer in layer order in layer palette. Press Ctrl+Alt+G to create a clipping mask. Play around with color modes to get a nice look.

Create some rectangles and lines as shown.

Duplicate the green rectangular layer. Place it at the bottom. Double click the layer to open layer style window. Change the gradient to blue in gradient overlay.

Type your text details over the main content area.

Insert an image in left free space. This space will serve as highlight zone describing about other pages in brief.

Double click the layer to open layer style window. Switch to styles options at the top. Click the arrow button on the right side. Select "Dotted Strokes" from the sub menu. Now select any stroke style you want.

Increase the fill amount to 100%.

Create a rounded rectangle using rounded rectangle shape tool. Enable "subtract from shape area" at the top bar. Create a rectangle using rectangular shape tool.
